What is the Blend Door Actuator Re calibration Procedure for a 1998 Park Avenue?

My question is what is the proper re calibration procedure for the blend door actuator, once everything is hooked up?
The service manual says to it needs to have the key in the run position for 3 minutes... but I did that and nothing happened at all. Does a fuse need to pulled/ battery need to be disconnected or did I not wait long enough.
This is my first time on the forum.. so any help would be appreciated.

Sometimes disconnecting the battery for 15 minutes (which reboots the computer), can fix glitches.
When you start the car and operate the HVAC:
Are your temp actuators now working correctly (setting the proper temp each side)?
Does the passenger temp control adjust the passenger temp actuator?
Can you manually switch the air flow to floor, mid, and windshield?

I pulled another actuator (same part number) off of another Park Ave from a scrap yard and have tried to recalibrate it. When I cycle power and turn the car back on, I can see the actuator move all the way to one side (cold) then go back 3/4 of the way to the other side (hot) and it then gets stuck there and does not respond to any changes I make on the HVAC programmer.
I have tried the new actuator itself, as well as replacing the broken gear from my old actuator with the non-broken gear from my "new" actuator, and I obtain the same results either way.
Is it worth getting a Tech II scanner? What would the process be for recalibrating the actuator with the Tech II?

Tech II On > Diagnostics > 2000(I did 1999, this should be same)> PASSENGER CAR > BODY > 3rd Digit of VIN(PRODUCT LINE) > HEAT AND AIR CONTROLS > SELF SERVICE > RECALIBRATE HVAC MOTORS

Any of the 400 dollar or so tech 2 im sure are the same qualittI actually don't have a Tech II yet but am considering buying one. Which Tech II do you actually have and do you get a lot of use out of it? I would definitely like to get one but they are rather expensive.
